Art. 1. Official matches shall include the League Championship, Cup Tournament, Champion of Champions Match, and other tournaments organised by the Latin Training Club League. In the event of creating an additional tournament for charitable or institutional purposes—such as a "Special Cup" organised for solidarity purposes—this may be considered official provided it is approved by the Board at the Competition Basis Meeting and follows the same guidelines as other tournaments established in the Statutes, Regulations and Agreements of the Latin Training Club League.
Art. 2. Clubs must submit their board roster before the third matchday. Failure to comply will result in a £10 fine for each week of delay. Each club must register two uniforms: the home kit, which will be used when the team appears first in the competition calendar, and the away kit, which will be used when appearing second or if there is similarity with the opponent's uniform. In single-match fixtures, the team with greater seniority will have preference to use their home kit. Clubs that have already registered their colours will have priority over new entrants. It is strictly forbidden to register an away kit that is identical or very similar to the home kit, especially in shirt design, to avoid confusion.
Art. 3. Teams must present themselves properly uniformed on the pitch at the designated time. A maximum tolerance of 15 minutes is granted. Failure to comply will result in the offending team losing points by default and may receive a £10 fine. If the match starts after the tolerance time, an additional £20 fine will be applied.
a) Each team may request one match rescheduling permission per season. This must be requested at least 11 days in advance and approved by the Board. No permissions will be granted during the last 4 league matchdays or in direct elimination Cup matches.
b) The team appearing as home team in the calendar shall have the right to choose their side of the pitch. The opposing team must position themselves on the opposite side. Failure to comply with this rule will result in a £20 fine.
c) It is mandatory to submit the official match lineup sheet to the referee in a clear and legible manner before the start of the match. Failure to do so will result in a £10 fine.
Art. 4. Teams must wait for the assigned referee during the same tolerance time stipulated in the previous article (15 minutes). If the referee does not show up, teams must immediately notify the league organisation, who will handle the corresponding report with the refereeing group or entity.
Art. 5. The minimum number of players required to start a match is seven per side, with the remaining players allowed to join during the first half.
Art. 6. Teams shall present their players in proper uniform; those who are not properly dressed will be unable to take part in the game. No player may participate without shin guards, required footwear, or without a shirt or jersey in the registered colours, which must invariably bear the customary numbers, of visible size and colour, for perfect identification of players. OTHERWISE, CLUBS WILL BE SUBJECT TO THE CORRESPONDING SANCTIONS.
Art. 7. Referees must identify THE TEAM MEMBERS participating with the Registration Cards issued by the League, which must be presented to the Referee before the start of the match, for individual identification of players and COACHING STAFF. Players who enter as substitutes during the match must be identified by the Referee or one of the assistants through the corresponding registration. When registrations are not presented before the start of the match due to delay or forgetfulness, a grace period is granted to do so at the end of the first half, without Referees and Players leaving the field of play.
Art. 8. No PLAYER OR COACHING STAFF MEMBER MAY PARTICIPATE WITHOUT REGISTRATION. In case of loss, they may request a duplicate from the League administration in due time. Teams are required to register a Coaching Staff of minimum 2 members and maximum 6.
Art. 9. Both teams are required to present two footballs in the conditions specified by the rules of the game. The referee will choose the one in better condition to play. If any match is suspended due to lack of a ball, it will be played within the stipulations of this regulation, and the responsible team or teams will be sanctioned as indicated in the penalties chapter. The Board may choose an official ball.
Art. 10. Teams have the right to MAKE UP TO EIGHT SUBSTITUTIONS at any time during official matches. A SUBSTITUTED PLAYER WILL BE ELIGIBLE TO REPLACE ANOTHER, counting as an additional change among the eight permitted. In friendly matches, substitutions will be made as agreed between the competing teams. Under no circumstances may players expelled by the Referee be substituted.
Art. 11. At no time may a team leave the field of play before the Referee signals the end of the match. A team's withdrawal will be understood under this article, even if players leave the field one by one without the Referee's permission, if fewer than seven players remain on the field, as they will lose the game due to abandonment.
Art. 12. For all official matches, minutes shall be taken, prepared and signed by the Referee, as well as by the players serving as team captains. These minutes shall contain the following information: a) Date, field and time of the match b) Names of competing teams, name and signature of the Referee c) Names of participating players and coaching staff, which the Referee shall write by hand d) Substitutions made during the match e) Names of players who scored goals during the match f) All incidents occurring during the match, which the Referee must record in detail
Art. 13. Within fifteen minutes following the end of the match, the captains of the competing teams shall present themselves to the Referee to sign the match minutes/report and collect the registrations, which the Referee must hand over.
Art. 14. Friendly matches shall be subject to the following rules:
a) The team that fails to show up will be responsible for covering the complete cost of refereeing, pitch rental and any other expenses generated.
b) Once approved by the organisation, a friendly match cannot be suspended, except due to force majeure or by prior agreement between both teams. In any case, pitch and refereeing expenses must still be covered.
c) Teams belonging to the Latin Training Club League shall have preference for using available pitches. Time slot allocation will be made on a first-come, first-served basis and availability.
d) Friendly match requests must be submitted in writing to the League organisation with sufficient advance notice.
e) Fouls committed by players in friendly matches will be sanctioned the same as in official matches, and sanctions must be served in official matches, with players remaining ineligible to play until completed.
f) Infractions committed by coaches, delegates, assistants or other companions during friendly matches will be similarly sanctioned, even if the referee does not record the exact name. It is sufficient to identify the role or provide enough characteristics to recognise the offender. The coach and team captain are obliged to cooperate in identifying the responsible person. If they refuse, both will be sanctioned with double the corresponding punishment.
Punishments for fouls committed in friendly matches will apply only to the position or function that the offender holds within their team. They will not apply to functions that may be exercised within the organisation, except in serious cases. In such circumstances, the Board may consider permanent separation of the offender from any representation or activity within the League.
Art. 15. The Latin Training Club League Championship shall be governed by the Rules of the Game established by the International Football Association Board (IFAB), recognised by FIFA, and by these internal League regulations.
Art. 16.
The Board of Directors may create groups, divisions or mini-leagues if the number of teams requires it. Any situation not covered in these regulations shall be resolved by the tournament Board.
Art. 17.
All teams officially registered in the tournament must participate in the scheduled competitions, unless they submit an express written withdrawal before the start. Competitions shall be conducted according to the official calendar approved by the organisation.
Art. 18. The competition shall be conducted using a points system. There may be a playoff if so determined in the Competition Rules.
Art. 19. The classification in the league table shall be subject to the following rules: a) Two points shall be awarded for each match won. b) One point shall be awarded for each match drawn. c) No points shall be awarded for matches lost.
Art. 20. The team that has accumulated the most points at the end of the championship shall be declared champion. If playoffs are established, these shall be played as direct elimination between the qualified teams. If any direct elimination match ends in a draw after 90 minutes, there shall be a penalty shootout.
Art. 21. The order of descending classification in the league table shall correspond to the number of points earned.
Art. 22. In the event that two teams are tied on points in first place after all championship matches have been played, they shall play a tiebreaker match on the date and pitch designated by the Board of Directors, unless otherwise provided in the Competition Rules.
Art. 23. This match shall consist of two regulation periods of forty-five minutes each; however, if the score remains tied at the end of the match, two extra periods of fifteen minutes each shall be played, and if the tie persists, each team shall take a series of five penalties. If the tie still persists, penalties shall be taken alternately one by one until a winner emerges, who shall be declared champion.
Art. 24. When more than two teams are tied on points in first place, the tie shall be resolved by all teams playing against each other in a single round-robin, qualifying through the points system. The dates and pitches for these matches, after drawing to set the fixtures, shall be designated by the Board of Directors. Goal difference shall count in this series.
Art. 25. If this tiebreaker series results in two teams being tied, the championship shall be decided as provided in Articles 22 and 23.
Art. 26. When two or more teams finish the championship tied in any position other than first place, the classification shall be resolved as follows: a) Goal difference b) Most goals scored c) Result of match(es) played between tied teams d) Most disciplined team
Art. 27. When a team withdraws or is sanctioned with expulsion or suspension from a points competition, matches already played by that club shall not be modified, maintaining said results both in the league table and championship standings. Subsequent matches in which the affected club should have participated shall be awarded by default to the opponent, as they appear in the fixture list.
Art. 28. Matches referred to in the previous article shall be officially recorded as 2-0. In other matches where Default is applied, the sanctioned team shall lose the match 2-0, with the points being awarded to the other team. If the score is one-nil or tied at nil-nil or one-all, the result shall be 2-0. For any other result, the offending team's goals shall be removed, maintaining the other team's goals.
Art. 29. In the event that neither of the two teams scheduled to play on a given date appears on the pitch, both shall be given a 0-2 loss.
CUP TOURNAMENT**
ART. 30. The Cup Tournament may be played before or after the League Tournament. This situation shall be determined by the Board of Directors.
ART. 31. The Cup Tournament may be played as a double elimination, single elimination, or in any other format, through the presentation of the respective rules, which must be approved by a majority vote of the corresponding Extraordinary General Assembly.
ART. 32. In the case of double elimination, if at the end of the second match between two Clubs the score is tied on aggregate, taking into account the result of the first match, it shall be played as provided in Article 23.
ART. 33. In the event that a team loses by not showing up to either of the two matches they must play, they shall be automatically eliminated, with their opponent advancing as winner to the next round.
ART. 34. In single elimination matches, if the match ends in a tie, the winner shall be determined as provided in Article 23.
ART. 35. The final shall be played, in both cases, as a single match and if it ends in a tie, it shall be resolved as provided in Article 23 of these Regulations.
ART. 36. Clubs may complete their substitutions during extra time under the terms of Article 10.
CHAMPIONS MATCH**
ART. 37. The Official Season shall conclude with a match to be held on the Sunday following the Cup final, between the League Champion and the Cup Champion.
Art. 37.
The Official Season shall conclude on the Saturday following the Cup Tournament final. This event shall be celebrated with a match between the League Champion and the Cup Champion
ART. 38. If this match ends in a draw, it shall be played according to the provisions of Article 22.
ART. 39. If a team becomes double champion, that is, winning both League and Cup, they shall automatically be awarded the Champion of Champions Trophy.
EXTRAORDINARY OFFICIAL MATCHES**
ART. 40. Teams designated by the Board of Directors shall represent the League in Extraordinary Official Tournaments.
Art. 41. The League may form a Representative Selection with outstanding players from different registered teams to participate in friendly tournaments, exhibitions or other external competitions. This selection shall be under the guidelines of the Latin Training Club League Board.
Each team shall be obliged to release a maximum of two players when called up, who shall be selected by the person designated by the Board. The total number of players called up shall be between 18 and 22.
Players who, having been called up, do not show up without valid justification or prior notice to the Selection manager, shall be sanctioned with:
If the absence was for justified cause (illness, travel, etc.), the corresponding permission must be requested from the Selection manager. The player may not participate with their team until they have served the corresponding match suspension.
In the event that a team refuses to release called-up players, these players shall be ineligible to compete in League tournaments until the case is resolved.
The technical positions of the Selection (coach, fitness trainer, masseur, etc.) shall be appointed by the League Board.
ART. 42. When a team, selection, player or coach acts in representation of the League and there are complaints about their behaviour, they shall be subject to sanctions as agreed by the Board of Directors.
REGISTRO DE JUGADORES Y CARTAS DE RETIRO**
ART. 43. El Registro de Jugadores quedará abierto en la fecha que señale la Junta Directiva, y se cerrará cuando la misma lo indique.
Art. 44. La Liga proporcionará a cada equipo hasta veinte registros para jugadores una vez abierta la inscripción y cubierta la cuota correspondiente, siempre que el equipo no tenga deudas pendientes con la organización.
Para formalizar el registro de cada jugador, se deberán presentar los siguientes requisitos:
a) Tres fotografías tamaño infantil.
b) Original y copia de un documento de identidad válido (como pasaporte o acta de nacimiento).
c) Original y copia de un documento con firma oficial (como licencia de conducir o documento de identidad con fotografía y firma).
en caso de que un jugador provenga de una liga federada o afiliada, deberá presentar una carta de retiro firmada por su club anterior como condición para completar su inscripción en la Liga Latin Training Club.
ART. 45. Los Clubes se hacen responsables de la veracidad de los datos contenidos en los registros de los jugadores que presenten. Así como que éstos estén completamente requisitados, un Registro incompleto no podrá ser aceptado por la comisión correspondiente. De comprobarse alguna falsedad en los mismos, la Junta Directiva aplicará las sanciones correspondientes; independientemente, deberá separar de la Liga al jugador, en cuestión, cancelando toda su documentación. ART. 46. Cada equipo puede registrar un mínimo de ONCE JUGADORES y un máximo de VEINTICINCO. Si algún equipo registrara más de veinticinco jugadores, tendrá que dar de baja en los registros de la Liga el número de jugadores excedente del máximo fijado, ya que no podrá tener inscrito en activo ni uno más de los jugadores cuyo número se fijó anteriormente. Si un equipo tuviera registrados más de veinticinco jugadores y jugara durante el lapsus de tiempo sin dar bajas, perderá un punto por cada juego que efectúe mientras tuvo registrados jugadores en exceso. Si se tratara de juegos del Campeonato de Copa, se le penará con un gol en contra, siempre y cuando dicha competencia de Copa se juegue a eliminación directa. Las bajas de los jugadores, cuerpo técnico, etc., deberán manifestarse por escrito y llevarán las firmas del Presidente y Secretario del Club interesado, sin las cuales no se darán por recibidas. Deberán acompañarse las credenciales de las personas objeto de la baja. ART. 47. Semanariamente y durante el plazo de las inscripciones señalado en el artículo 43, los Clubes podrán presentar los registros de jugadores de lunes a viernes, registros que le serán devueltos debidamente autorizados el sábado de la misma semana, para poder participar en su siguiente partido. Si un registro adoleciere de falta de algún documento o hubiere discrepancia en los datos, será devuelto por la Comisión de Admisión, anulándolo, debiendo presentar el Club un nuevo registro debidamente requisitado, sin raspaduras ni enmiendas, empezando a partir de esta segunda presentación el plazo estipulado en este artículo para que un jugador quede habilitado. Art. 48. En caso de que algún club requiera fichas adicionales para registrar más jugadores una vez cubierto el cupo inicial proporcionado por la Liga, deberá abonar a la Tesorería de la Liga Latin Training Club la cantidad de £10 por cada ficha extra solicitada, siempre y cuando no tenga deudas pendientes con la organización. ART. 49. Es requisito indispensable para los jugadores de nuevo ingreso tener en el momento de registrarse en esta Liga, una edad mínima de DIECISEIS AÑOS cumplidos, los que deberán comprobar a satisfacción de la Comisión de Registros.
ART. 50. Los Equipos de nuevo ingreso podrán registrar jugadores pertenecientes a otros Equipos, aunque no hayan sido dados de baja por éstos, bajo las siguientes condiciones: a) Los Equipos de nuevo ingreso podrán registrar un máximo de 3 jugadores provenientes de otro equipo. b) Que el jugador proveniente de otro Equipo no tenga adeudo con el Equipo. Si fuere el caso el Equipo deberá de informar por escrito a la Liga de esta situación. c) Si los jugadores ya han sido dados de baja con anterioridad, podrán registrarse libremente con el Equipo que convenga a sus intereses. ART. 51. Los jugadores pertenecientes a Clubes de esta Liga, quedarán en libertad al finalizar la temporada, no necesitarán la carta de baja o de retiro, para poder registrarse en otro Club. Los Clubes tienen la obligación de presentar por escrito, antes de iniciar la temporada, la relación de jugadores retenidos, de no hacerlo así, se entenderá que quedan en libertad de registrarse con cualquier equipo. Todo jugador retenido por un Club, ocupará plaza dentro del número de 25 a los que tiene derecho de registrar, aunque dicho jugador no firme registro. Todos los jugadores que se encuentren retenidos quedarán en libertad, aún sin carta, después de 12 partidos. ART. 52. Los jugadores registrados de los Clubes que se disuelvan o sean sancionados con expulsión o suspensión durante la primera vuelta, podrán registrarse en otros equipos previa aprobación y estudio de la Junta Directiva de la Liga, no pudiendo efectuarlo una vez iniciada la segunda vuelta. ART. 53. El jugador que firme registro por dos clubes de esta Liga en la misma temporada será descalificado. La descalificación surtirá efecto desde el momento en que en la Liga exista la duplicidad de registros firmados por el mismo jugador para clubes distintos, aunque aquellos no se hubieren presentado a la Asociación o se encuentren pendientes de autorizar por la Comisión de Admisión.
CAPÍTULO VII CUOTAS
PLAYER REGISTRATION AND WITHDRAWAL CARDS**
ART. 43. Player Registration will open on the date specified by the Board of Directors and will close when they indicate.
Art. 44. The League will provide each team with up to twenty player registrations once registration is open and the corresponding fee has been paid, provided the team has no outstanding debts with the organisation.
To formalise each player's registration, the following requirements must be submitted:
a) Three passport-sized photographs.
b) Original and copy of a valid identity document (such as passport or birth certificate).
c) Original and copy of an official document with signature (such as driving licence or photo ID with signature).
If a player comes from a federated or affiliated league, they must present a withdrawal letter signed by their previous club as a condition to complete their registration with the Latin Training Club League.
ART. 45. Clubs are responsible for the accuracy of the data contained in the player registrations they submit. These must be completely filled out, as incomplete registrations will not be accepted by the corresponding commission. If any falsification is proven, the Board of Directors will apply the corresponding sanctions; additionally, they must remove the player in question from the League, cancelling all their documentation.
ART. 46. Each team may register a minimum of ELEVEN PLAYERS and a maximum of TWENTY-FIVE. If any team registers more than twenty-five players, they must withdraw from the League records the number of players exceeding the fixed maximum, as they cannot have more active registered players than the number previously established. If a team has more than twenty-five players registered and plays during the time period without withdrawing players, they will lose one point for each game played while having excess registered players. In Cup Championship games, they will be penalised with one goal against, provided that said Cup competition is played as direct elimination. Player, technical staff, etc. withdrawals must be submitted in writing and bear the signatures of the interested Club's President and Secretary, without which they will not be considered received. The credentials of the persons being withdrawn must be attached.
ART. 47. Weekly and during the registration period indicated in Article 43, Clubs may submit player registrations from Monday to Friday, which will be returned duly authorised on Saturday of the same week, to be able to participate in their next match. If a registration lacks any document or there are discrepancies in the data, it will be returned by the Admissions Commission, voiding it, and the Club must submit a new registration properly completed, without erasures or amendments, starting from this second submission the period stipulated in this article for a player to become eligible.
Art. 48. In case any club requires additional registration cards to register more players once the initial quota provided by the League has been covered, they must pay to the Latin Training Club League Treasury the amount of £10 for each extra card requested, provided they have no outstanding debts with the organisation.
ART. 49. It is an essential requirement for new players to be at least SIXTEEN YEARS old at the time of registering with this League, which they must prove to the satisfaction of the Registration Commission.
ART. 50. New entry Teams may register players belonging to other Teams, even if they haven't been released by them, under the following conditions: a) New entry Teams may register a maximum of 3 players from another team. b) That the player from another Team has no debt with the Team. If this is the case, the Team must inform the League of this situation in writing. c) If the players have already been released previously, they may freely register with the Team that suits their interests.
ART. 51. Players belonging to Clubs in this League will be free at the end of the season and will not need a release or withdrawal letter to register with another Club. Clubs are obligated to submit in writing, before the season starts, the list of retained players; failure to do so will mean they are free to register with any team. Any retained player will occupy a spot within the number of 25 that they have the right to register, even if said player does not sign a registration. All retained players will become free, even without a letter, after 12 matches.
ART. 52. Registered players from Clubs that dissolve or are sanctioned with expulsion or suspension during the first half may register with other teams subject to approval and review by the League's Board of Directors, but cannot do so once the second half has started.
ART. 53. Any player who signs registration for two clubs in this League in the same season will be disqualified. The disqualification will take effect from the moment the League has duplicate registrations signed by the same player for different clubs, even if these haven't been submitted to the Association or are pending authorisation by the Admissions Commission.
ART. 54. The fees that participating clubs must cover are as follows:
a) A registration fee of £50 (pounds sterling) per team, valid for participation in the current tournament.
b) Currently, no monthly fee has been established since the championship takes place on a public field without fixed rental costs. However, this may be evaluated and defined in future editions of the tournament according to the budget and operational needs. Any changes will be communicated to all teams in advance.
c) If necessary, extraordinary fees may be established to cover unforeseen events or organize special events. These must be communicated and approved by the organization.
New entry clubs must pay the full registration fee at the time of confirming their participation in the league, without exceptions.
ART. 55. All teams must cover their registration fee and settle any outstanding debt no later than five (5) days before the official championship draw.
Teams that, for justified reasons approved by the league organization, cannot participate in the tournament, must communicate this in writing within the same deadline and be up to date with their payments. The decision will be evaluated by the league administration, which may accept or reject the request according to the case.
ART. 56. All teams must pay for their corresponding match and any other pending debt before Saturday, prior to the scheduled match.
In case of failure to make the complete payment within the established deadline, the team will lose their next match by default, even if it is a match in the following matchday or season. Additionally, the corresponding sanctions detailed in the penalties chapter of the regulations will apply.
Any team that has not fulfilled their weekly or monthly fee payment before the start of an official meeting will lose their right to voice and vote during said meeting.
ART. 57 - Fields used by the league
The Latin Training Club Crystal Palace League will use free public fields such as those located at:
These fields do not require rental when not in use, but their availability is subject to external events or park maintenance.
ART. 58 - Field allocation and use
The organization will assign matches to available fields, notifying teams at least one week in advance. All teams must respect their assigned time slot and leave the field in good condition after use.
ART. 59 - Team responsibilities
Each team is responsible for:
ART. 60 - Changes due to force majeure
The organization may modify the field or time of any match due to external causes, such as bad weather, maintenance, or park events. Reasonable advance notice will be attempted.
ART. 61 - Special matches
The league may organize special or featured matches at different fields, either public or rented, when conditions allow.
ART. 62 - Maintaining order on the field
In case of incidents or misconduct by players, spectators, or companions on public fields, the responsible team may be sanctioned according to the regulations. The organization will notify park authorities if necessary.
ART. 63 - Time slot exclusivity
The fields are not for exclusive league use. Therefore, punctuality and coordination are required, as any delay can affect the normal development of matches and field availability.
ART. 64 - Official schedule communication
Match schedules will be published through the league's official channels (WhatsApp group, Notion, app, or website). It is each team's responsibility to stay informed of announcements and confirm their participation.
CALENDAR. MATCH SUSPENSION. PENDING MATCHES**
ART. 65. An official competition match may be suspended for the following reasons: a) If the field is in unplayable condition, at the Referee's discretion. b) If neither the Referee nor the Assistants who could substitute them are present and the clubs cannot agree on designating another person. c) Due to duly verified force majeure causes.
ART. 66. In case of suspension of the game or games that should take place on a given Saturday, they must be played on the days designated by the League's Board of Directors. Championship games may not be scheduled on non-holiday days unless they are stipulated to be played at night on a properly illuminated field.
ART. 67. Match Suspension Due to Lack of Guarantees. a) When there is a Fight or Pitch Battle and conditions are not suitable for the match to continue. b) Aggression towards any member of the Referee Crew that makes it impossible to continue the match. c) When there is a Pitch Invasion by Team Supporters or Companions that endangers the integrity of the contenders. d) In cases of isolated incidents involving one or two Team members, these should be expelled and all resources exhausted to continue the match.
For Lack of Guarantees to proceed, the Referee must address the captain of the Team involved and request their cooperation. If the Captain refuses or cannot cooperate, they must be Warned and subsequently Expelled. The procedure will be repeated with the Vice-captain and if they are also Expelled, the match will be suspended.
ART. 68 - Match Suspension and Rescheduling
Any official match that, once started, must be suspended due to force majeure (such as extreme weather, field problems, or situations unrelated to player or public misconduct), will be rescheduled by the league organization, and only the remaining time will be played.
The partial score, expulsions, and substitutions already made by each team will be maintained, resuming the game under the same conditions as when it was suspended.
If a team fails to show up for a match without valid and verified justification, they will automatically lose the match by default and may be sanctioned with a fine of up to £30.
Any postponed or suspended match must be played within a maximum period of 30 days, either by agreement between the teams or by organization decision.
In the case of friendly matches, a team's absence may also be sanctioned with a fine of up to £30, if not justified in advance.
REFEREES
ART. 69 - Referees appointed for official matches
For official matches of the Latin Training Club Crystal Palace League, the services of referees directly contracted by the organization will be used, who must have experience and up-to-date knowledge of the official football rules. They are not required to belong to referee associations, but must demonstrate professionalism, impartiality, and authority on the field.
ART. 70 - Reference rules for refereeing
Referees who officiate matches within the league will be governed by the Rules of the Game recognized by FIFA, applied in the amateur context of London. They must also take into account this league regulation and follow instructions provided by the organization, in case there are specific internal rules.
ART. 71 - Payment for referee services
Payment for referee services will be determined by the league organization based on previously agreed rates. It may be covered directly by the league or split among participating teams, according to the model defined for each season. Rates will be communicated in advance to all teams.
ART. 72 - Match scheduling and communication with referees
The organization will provide assigned referees weekly with the official list of scheduled matches, including field, time, and participating teams. This information will be sent with due notice and, after each matchday, referees must submit their match report or sheet within 48 hours.
ART. 73 - Evaluation of referee performance
The league organization will have the right to evaluate the conduct, performance, and fulfillment of duties of assigned referees. If deficient, partial performance or conduct that has affected the development of a match is detected, the referee may be sanctioned or suspended from future appointments.
ART. 74 - Request for clarifications or expansions
The league may request a referee to expand or clarify their report when it considers there were omissions, ambiguities, or situations that need further investigation.
ART. 75 - Recusal of referees
Each club will have the right to recuse up to a maximum of two (2) referees per season, submitting a written request to the organization with valid justification. The organization will evaluate the case and, if approved, the recused referee may not officiate matches of the requesting team for the remainder of the season.
ART. 76 - Referee appointments
The appointment of referees and assistants for each match will be the direct responsibility of the league organization, and may be changed in case of necessity, force majeure, or conflicts with any of the participating teams.
ART. 77 - Recused referees
Referees who have been recused by a club may not be assigned to matches in which that club participates, during the same season. This measure aims to ensure impartiality and trust among teams.
ART. 78 - Referee authority
The referee is the highest technical and disciplinary authority during match development. Their decisions will be final, and must be respected at all times by players, coaches, companions, and present public.
Before the start of the match, the referee must identify the starting and substitute players, as well as team officials (coach or delegate). Identification may be done through registration in the lineup list or physical presentation. No unauthorized person may enter the field of play without the referee's permission.
Referees must be respected both on and off the field, and the league will guarantee their safety, providing full support in case of any incident of verbal or physical aggression.
ART. 79 - Referee functions and powers
In addition to applying the Rules of the Game, the referee shall:
a) Resolve all doubtful cases with complete impartiality.
b) Keep control of playing time, adding minutes for interruptions.
c) Stop the match for infractions or external situations that warrant it.
d) Caution or send off players as appropriate.
e) Prevent unauthorized persons from entering the field.
f) Interrupt play in case of serious injuries.
g) Immediately send off any player who commits serious fouls or violent conduct.
h) Correctly signal the start and end of each regulation or extra time period.
The referee maintains their authority from the moment they enter the field until they leave it, including breaks and match pauses.
ART. 80 - Disciplinary rigor on the field
Referees must firmly apply sanctions for misconduct, prioritizing fair play. Any violent, unsporting, or intentionally aggressive attitude must be sanctioned with firmness, caution, or immediate sending-off, as appropriate.
Referees must write their match report clearly and objectively, indicating names of those involved in incidents or reports of inappropriate conduct.
ART. 81 - Writing of referee reports
Referee reports or match sheets must be submitted to the league within 48 hours after the match, including:
Incidents that occurred.
Cautioned or sent-off players.
Relevant events that altered the normal development of the match.
These reports must be clear, specific, and unambiguous, as they will serve as the basis for disciplinary sanctions.
ART. 82 - Role of referees in sanctions
The referee will limit themselves to reporting the events that occurred during the match. They are not authorized to impose sanctions directly; these will be determined exclusively by the league organization or by the disciplinary committee if there is one.
ART. 83 - Referee participation in meetings
If necessary, the organization may invite one or more referees to participate in informative or disciplinary league meetings, solely in an informative capacity, without voting rights.
ART. 84.
Sanctions for offenses committed by players, coaches, referees, team officials, or supporters during matches, as well as unsportsmanlike conduct, field disturbances, or situations that disrupt the normal development of the match day, will be evaluated by the league organization, which assumes the functions of the Disciplinary Committee.
The organization may make decisions based on reports from the referee, officials, field delegate, or recorded evidence (video, photographs, testimonies). If necessary, they may request statements from those involved before issuing a ruling, although formal hearings are not mandatory.
ART. 85.
The league organization will analyze any disciplinary incident within a maximum period of 7 calendar days from receipt of the official report. In urgent cases, they may issue immediate provisional sanctions to ensure order and respect within the championship.
ART. 86.
When a case requires urgent review and cannot be resolved in time before a match, the organization may preventively suspend the player or official involved, notifying the team of this decision. The final resolution will be given as soon as possible, prioritizing impartiality and respect for regulations.
ART. 87.
The Latin Training Club League organization will be governed solely by this official regulation, and will have the authority to interpret and apply sanctions according to the context of each incident. Disciplinary decisions will be made based on the regulations, common sense, and good sporting faith.
ART. 88.
The league may appoint field delegates or officials to attend official matches with the function of observing, recording incidents, and supporting order control. These delegates must submit a verbal or written report to the organization within 24 hours following the match, noting any relevant incidents.
ART. 89.
If the person responsible for applying sanctions cannot fulfill their duties, the league organization may appoint an interim officer until designating a new person or team in charge of resolving pending cases.
ART. 90.
All teams and individuals registered in the league have the right to submit formal complaints or grievances if they believe their rights have been violated, they have been victims of an infraction, or an injustice has been committed during the match day.
Complaints must be sent in writing (message or email) within 48 hours following the incident and must include the complainant's information and, if possible, evidence or testimonies.
ART. 91.
In case of reasonable doubt about an incident or offense, and if there is insufficient evidence to impose a sanction with certainty, the league will opt for what is most favorable to the accused, respecting the principle of presumption of innocence and good sporting faith.
ART. 92.
Players serving as team captains have the right, at the end of matches, to submit observations, protests, or complaints related to the development of the match.
These must be submitted clearly and concisely to the league organization, either in physical writing or by digital message (WhatsApp or email), and must be accompanied by the signature or name of the responsible captain.
ART. 93.
Clubs that consider they have been disadvantaged by the development or result of an official match may submit a formal protest under the following requirements:
a) The team captain must notify their intention to protest directly to the referee and/or to the field delegate at the end of the match.
b) This protest must be ratified in writing to the league organization within the following 48 hours, detailing the reasons, such as serious violations of regulations or player impersonation.
ART. 94.
Any match dispute protest must be submitted with a deposit of £10 (ten pounds sterling) as guarantee.
This amount will only be returned if the protest is successful. If the deposit is not included, the protest will not be valid.
ART. 95.
If the submitted protest is resolved in favor of the team that filed it, the guarantee deposit will be refunded in full.
If the protest is dismissed or considered unfounded, said amount will not be returned and will remain as league funds for administrative purposes.
ART. 96.
Once the formal protest is received, the league organization will have a maximum period of 72 hours to review the case and decide whether to accept or reject its processing.
The final resolution will be communicated within the following 10 calendar days. If the case requires additional review by a referee or delegate, it may be extended up to a maximum of 30 calendar days.
ART. 97.
The protest or appeal document must contain the following elements:
a) Clear and detailed description of the facts motivating the claim.
b) The specific request being made (review of result, sanction, annulment, etc.).
c) Name of the team representative filing the protest (captain or representative), who must be officially registered in the league.
ART. 98.
The referee's decisions regarding play criteria (fouls, penalties, goals, etc.) cannot be grounds for protest, unless there is a clear violation of official rules or this regulation.
Actions such as improper lineups, administrative errors, or impersonations may be protested.
ART. 99.
In protests related to player impersonation, it is mandatory for the captain or delegate of the affected team to have reported the incident to the referee at the end of the match.
The referee must request the signature of the accused player. If the player refuses to sign, this refusal will be considered sufficient evidence to process the protest as valid.
ART. 100.
Any adulteration, erasure, manipulation, or alteration of player identity records, whether in name, number, or any other data, will be considered definitive proof of violation.
The corresponding sanction will be applied without need for further processing.
ART. 101.
An appeal shall be understood as any request for review of a sanction already imposed by the league organization.
Decisions may be appealed to the league's general coordination, who will evaluate the merits of the appeal.
Appeals may not be filed with any federation or external entity, as the league is independent and self-managed.
ART. 102.
Appeals must be made within 48 hours following notification of the sanction, if it was a consequence of events occurring during a match.
If the sanction is for events external to the game (conduct, absences, etc.), the deadline will be 10 calendar days from notification.
ART. 103.
For an appeal to be valid, it must comply with the conditions of articles 94 and 96, and contain the explanation of the reason and the details of the appellant.
The organization will evaluate the case impartially and may confirm, modify, or annul the original sanction as deemed fair.
ART. 104.
The filing of an appeal does not suspend the immediate application of the imposed sanction.
The sanctioned party must serve the punishment until the organization decides whether to modify it. If the sanction is revoked, the affected right will be restored where possible.
ART. 105.
All appeals must be sent directly to the league organization through official channels (WhatsApp, email, or enabled form).
The organization will be the sole authority empowered to review, respond to, and resolve any type of protest or appeal within the championship.
DELEGADOS DE CAMPO**
ART. 106. The League's Board of Directors shall have the authority to appoint Field Delegates when circumstances require it, providing them with instructions for the fulfillment of their duties.
ART. 107.
Team captains are the official representatives on the field of play and will be the only ones authorized to address the referee during the match, always with respect and in an appropriate tone.
They have the responsibility to relay instructions to their teammates, promote fair play, and maintain order within the team. Additionally, they must support the referee in enforcing the regulations and contribute to ensuring the match develops and concludes properly.
ART. 108.
If a captain refuses or forgets to validate the team sheet or sign at the end of the match (in case of using physical or digital registration), the referee will note this in the official report.
This omission may be sanctioned by the league organization according to the corresponding penalties chapter, as it is considered a lack of cooperation.
ART. 109.
A captain who refuses to provide the names or identities of players involved in an offense or incident, when required by the referee, may be sanctioned for obstruction of the disciplinary process.
They may also be sanctioned if they allow or cover up misconduct by unregistered persons, team companions, or unauthorized players who create conflicts or disrupt match order.
ART. 110.
Fifteen minutes before the start of each match, the captain or team representative must submit to the referee the list of registered players who will participate in the match, as well as substitute players (if any).
At this time, they must indicate to the referee who will serve as the official captain during the match.
The captain may actively participate in the registration review process if they so request.
ART. 111.
In the event that a team captain must leave the field of play for any reason (expulsion, injury, substitution, or tactical decision), they or the coach must inform the referee who will assume the role of captain in their place, to ensure clear and responsible communication during the remainder of the match.
PENALTIES**
ART. 112. A match is forfeited by default for the following reasons:
a) For refusing to change uniforms when it is a visiting club or appears second in the match schedule and their uniform is confused with that of their opponent. Or when being the home team, they do not play in their primary uniform and for this reason the match could not be carried out.
b) For not showing up to the field of play or arriving after the fifteen-minute grace period has elapsed, counting from the scheduled time according to the referee's watch.
c) For not presenting player registrations by the end of the first half at the latest, as specified in the corresponding article.
d) For fielding fewer than seven players.
e) For making more than eight substitutions in official matches.
f) For leaving the field of play before the referee signals the end of the match.
g) For fielding one or more players or technical staff without valid registration or with active sanctions.
h) For lack of truthfulness in player registration data. Concealment or falsity in registration results in the loss of all matches in which the player has participated.
i) For identity impersonation of a player. Players' refusal to sign will constitute full proof of impersonation.
j) When a match is suspended due to lack of guarantees, the guilty team will be sanctioned, or both if shared responsibility is determined.
k) If one or more players start an incident that leads to a general fight or the suspension of the match by the referee.
l) For not covering match payment or debts within the period stipulated in the corresponding article.
m) For fielding or allowing participation of sanctioned players or coaches.
n) For refusing to play a match due to absence of the center referee or assistants, or for refusing to accept assistants as referees.
ñ) For entering a player after the start of the second half in a team that was already incomplete.
o) For remaining with fewer than seven players during the course of the match.
p) For pitch invasion by unauthorized persons that causes the suspension of the match.
ART. 113. The team that loses three consecutive matches or six alternate matches by default will be excluded from the championship and will not be able to participate for the remainder of the season.
ART. 114. If a team is reported for lack of guarantees more than once during the season or is found guilty of participating in two general fights, it will be automatically excluded from the tournament.
ART. 115. If any anomaly is reported in the referee's match report before the start or after the end of the match, sanctions will be applied as if the incident had occurred during the game.
ART. 116. A warning will be given:
a) To a player who protests to the referee.
b) To a player who leaves the field without the referee's permission.
c) To a player who engages in rough play.
d) To a player who utters crude exclamations.
e) To a player who does not respect the referee's decisions.
f) To a player who displays unsportsmanlike conduct.
g) To a player who deliberately handles the ball.
ART. 117. A one-match suspension will be given:
a) To a player who accumulates four warnings.
b) To a player expelled for serious rough play.
c) To a player expelled for receiving two warnings.
d) To a player who insults another player, teammate, or fan.
e) To a player who attempts to start a fight.
f) To a player who assaults another with a non-dangerous object.
g) To a player who enters the field without being a substitute and is expelled.
h) To a player who denies an obvious goal-scoring opportunity without violence.
i) To a player with crude conduct.
j) To a player who deliberately prevents a goal with their hand.
k) To a player who heatedly argues with the referee.
l) To a captain who does not sign the referee's match report.
m) The captain and coach will be suspended for one match when:
ART. 118. A TWO-MATCH SUSPENSION WILL BE GIVEN:
a) To a player expelled from the field for violent, seriously dirty or rough play while the ball is in dispute.
b) To a player who, having been assaulted on the field of play, retaliates to the assault.
c) To a player who, having been expelled by the Referee, invades the field to try to intervene in the game.
d) To a player who fights with a team's supporters or the public.
e) To a player who incites or induces a teammate to cause harm to an opponent.
f) For simultaneous aggression between two or more players, without being able to determine who was the aggressor and who was the victim; all will receive this sanction.
g) To a team captain who refuses to provide the names of players to be reported by the Referee in the match report.
h) To the coach or technical director of the team who makes or attempts to make player impersonation, using another player's registration.
i) To a player who is reported for grossly insulting the Referee or Assistants.
j) To a player who makes a gesture to hit or assault the Referee or Assistants and does not consummate the aggression by their own desistance.
k) To a team member who commits discriminatory or racist acts.
l) To a player or Technical Staff member who consumes alcoholic beverages or any type of drugs during matches.
ART. 119. A THREE-MATCH SUSPENSION WILL BE GIVEN:
a) To a player who repeats any of the offenses included in the previous Article.
b) To a player who attempts to argue, quarrel, or fight with opponents at the end of the match, or during the match after being expelled.
ART. 120. A FOUR-MATCH SUSPENSION WILL BE GIVEN:
a) To a player expelled from the field for brutal play, malicious intent, or violent conduct when the ball is not in play, or for assaulting an opponent or teammate inside or outside the field of play.
b) To a player who retaliates to an assault on behalf of a teammate.
c) To a player who assaults the Referee or Assistants with a ball or makes any type of contact with the referees that is not considered serious.
d) To a player who attempts to assault the Referee or Assistants and the assault is not consummated because it is prevented by other persons or the Referee themselves.
e) To a player who destroys the match report.
f) When any team member threatens or intimidates the referees during the match even if they have not been expelled.
ART. 121. A SIX-MATCH SUSPENSION WILL BE GIVEN:
a) To a player who repeats any of the offenses included in the previous Article.
b) To a player who through their conduct causes a general brawl or assault between teams or the suspension of the match by the Referee.
ART. 122. A TEN-MATCH SUSPENSION WILL BE GIVEN:
a) To a player who spits at an opponent or teammate and is reported in the match report by the Referee.
b) When the registrations of warned or expelled players have been improperly returned by the Referees to the teams, the team Captain will be sanctioned.
c) When the team has engaged in any act of corruption with the Referees, the corresponding sanction will be applied to the team Captain.
d) To any member of the technical staff or substitute players who enter the field of play for any purpose other than calming their players, regardless of whether this could be considered a pitch invasion resulting in match forfeiture. If the persons who invaded the field of play cannot be identified, the sanction will be applied to the team Captain.
e) To the Captain of a team whose supporters invade the field of play.
ART. 123. A ONE-YEAR SUSPENSION WILL BE GIVEN:
a) To a player who, for the same season, registers in this League for two or more clubs.
b) To a player who signs registration for a club changing their name and concealing their affiliation for a different one.
c) To a player who plays for a different club than the one they are registered with, impersonating another player's name or using their own name, provided it is an official competition match.
d) To a player who assaults a League official who is not participating as a player.
e) To a player who assaults any member of the referee crew.
f) To a player who carries out disruptive work within their club and thereby causes disruption to it, following a complaint made by the club.
ART. 124. A player who is reported three times in the same season for any of the following concepts:
a) With fifteen matches suspension in the first season this occurs.
b) With thirty matches suspension if it recurs in the next season in which they take part.
c) With permanent expulsion if it recurs again.
ART. 125. When a director or player of a team draws a firearm or bladed weapon during any fight, they will be permanently expelled from the League.
ART. 126. A player who intentionally causes serious injury to an opponent or referee, such as a fracture, wound, etc., that prevents them from acting or performing their private work, in addition to the sanction provided in these regulations, will be disqualified from playing until their opponent, or in the case of the referee, can return to action. In case they do not wish to return, the sanction will be maintained until they are fully recovered from their injury, as judged by the League's official doctor.
ART. 127. A player or technical staff member reported for treacherous or malicious assault will be sanctioned with a minimum of ten matches, and may even be indefinitely expelled from the League.
ART. 128. All offenses committed by players will be sanctioned according to these regulations, even when they are not playing. A player who is sanctioned must serve the imposed sanction regardless of which team or teams they are playing for.
ART. 129. Referees will record in the match reports the warnings and cautions they have issued, expressing the facts that motivated them and other incidents that occurred during the match that deserve to be judged for sanction.
ART. 130. Regarding player punishments, only what is reported by the referee in their match report will be considered.
ART. 131. Players who have been punished during the official season and have not completed their punishments by the end of it will do so in the following season, and cannot play in official matches until they have served their punishments, even if they change clubs. To serve their punishments, they need to be registered with any team.
ART. 132. Any player who goes to another league and is reported by the team they belong to in this League, upon presentation of corresponding evidence, cannot be registered during the following season by any of the teams in this League. If when a club requests the registration of a player, it is reported or becomes known that the player in question is a person of questionable morality or poor sporting conduct, the Commission will put the case in the hands of the Board, who will communicate to the interested club the information they possess on the matter. Under this warning and with direct responsibility of the club, confirmed in writing to the League, they may be registered. In these cases, the Board of Directors will monitor very carefully the record of punishments of these players and will apply, when appropriate, first Article 123 of these regulations and, upon recurrence, the player in question will be separated from the League. Notwithstanding the above, the Registration Commission and the League's Board of Directors reserve the right of admission of those players whose reports and background are thoroughly proven as unwelcome persons due to their lack of morality and poor sporting conduct.
ART. 133. When one or more players strike the referee and they report this without being able to identify them, the team Captain has the obligation to do so. If they do not do so, they will be suspended from their position for one month and the League's Board of Directors will conduct a thorough investigation to sanction the players found guilty, in accordance with regulatory provisions.
ART. 134. When a referee reports a player and does not accompany the registration because it was taken from them, wrongly delivered, or was changed, and the club to which the player or players belong does not voluntarily submit the registration to the League before Friday of the same week that the case is sanctioned, the punished player will be given double the penalty imposed by the Penalties Tribunal.
ART. 135. Referees must not allow the coaches of competing teams to enter the field. They are strictly prohibited from directing their players directly or ostensibly from within the field. They must remain exclusively in the technical area or place designated by the League. Sanctions for violating this rule will be progressive: warning on the first occasion, one-match suspension on the second, two matches on the third, three matches on the fourth, four matches on the fifth, and five matches on the sixth and subsequent infractions.
ART. 136. Referees, in accordance with the rules of the game, have the authority to expel coaches, physiotherapists, or any member of the technical staff who enters the field without being requested. Expulsion means completely abandoning the field area; if there is no physical delimitation, the referee will decide the extent of the area to be vacated.
ART. 137. Offenses committed by delegates, coaches, physiotherapists, League officials, officials from their own club or other affiliates, against players, referees, or other officials, will be sanctioned with the same penalties that apply to players, as per the previous chapter. This includes disqualification from performing duties on the field or in assemblies during the corresponding time. In case of insults towards the League or towards directors or scouts, a two-match suspension will be imposed for the first offense and permanent removal in case of recurrence.
ART. 138. Punishments for players, coaches, delegates, directors, physiotherapists, etc., will be cumulative when offenses committed in the same match are not covered under the same section of the regulations.
ART. 139. Teams that do not present two balls in adequate condition will be fined £100. If the match cannot be played for this reason, the match will be declared lost by default.
ART. 140. Clubs are jointly liable for offenses committed by their supporters, players, and technical staff. The League may directly sanction the club with a £100 fine. In case of physical or material damage, clubs will assume total responsibility for resulting costs, including expenses, fines, sanctions, and field closures.
ART. 141. All teams must present to the referee, before the start of each match, the official registrations of team officials: coach, assistant, physiotherapist, etc., and record them correctly on the lineup sheet. In case of non-compliance, a penalty of £150 will be applied per occasion.
ART. 142.
a) Teams that do not report their match results in a timely manner will be subject to a £150 fine.
b) Teams that do not submit the match report sheet by the Monday following the match will be subject to a £50 fine
ART. 143. Any player who has signed a professional contract may participate in the Latin Training Club League provided they present a withdrawal letter from the professional club where they were registered or an official document certifying their reclassification as an amateur player.
ART. 144. Any player in this League who plays three matches in a professional league during the season will be automatically removed from the Latin Training Club. Any club that registers a player with professional participation without meeting the requirements of the previous article will forfeit by default all matches in which said player was in the lineup.
ART. 145. A Latin Training Club player who is signed by a professional club may re-register in this League without requiring an inactivity period, provided they present a withdrawal or loan letter from the professional club, in compliance with the provisions of article 143.
ART. 146. The youth development categories of Latin Training Club, which include children's, youth, and development divisions, shall be governed by a special training and competition regulation, which will be developed and approved by the club's general board and its responsible coordinators.
ART. 147. The awards to be presented at the end of the official season of the Latin Training Club League, to teams or players who are up to date with their payments, shall be as follows:
a) To the League Champion: Permanent trophy and individual medals for players and coach.
b) To the League Runner-up: Permanent trophy.
c) To the Third Place in the League Championship: Commemorative medals.
d) To the Cup Tournament Champion: Permanent trophy.
e) To the Cup Tournament Runner-up: Permanent trophy.
f) To the Champion of Champions: Permanent trophy.
g) To the team scoring the most goals during the League Championship: Permanent trophy.
h) To the team conceding the fewest goals during the League Championship: Permanent trophy.
i) To the top scorer of the League Championship: Representative award.
j) To the club with the lowest number of sanctions during the Official Season: Special trophy.
k) Additional or monetary awards may be established by the organization at the beginning of or during the season, and officially announced as part of the valid incentives for that edition.
l) Trophies from other official tournaments organized by the League.
m) Additional special awards that the Board of Directors, with approval from the General Assembly, deems appropriate to grant.
n) Delivery deadline: All awards must be presented within 120 days following the end of the corresponding season.
ART. 148. Any violations not provided for in these regulations shall be analyzed and sanctioned by the Board of Directors or by the Assembly of Representatives of the Latin Training Club League, based on the severity of the facts and the circumstances of the case.
These regulations come into effect as of April 2025, the date on which they were officially approved by the General Assembly of the Latin Training Club League, and all previous regulations or agreements are hereby nullified.
